STEP 3: Submit a Registration Form
If you are under the age of 18, a parent/guardian must complete this form and accept its terms & conditions on your behalf.
Once you complete a Registration Form and are deemed eligible to officiate KHO games, you will receive a notification from KHO with instructions to submit your PA Act-15 clearances. Once these documents are verified, you will then receive an e-mail from HorizonWebRef to create a new account -- or confirm an existing account -- in the scheduling system.

STEP 1: Requirements of Officials

Fully registered with USA Hockey as an Official for the current hockey season, which includes all of the following:

Online registration through the USA Hockey website

Attendance at the classroom/virtual seminar, as required by level

Completion of open book exam (not applicable to 2025-26 season only)

Completion of online officiating modules (not applicable to 2025-26 season only)

Completion of SafeSport training modules

Completion of NCSI background screening

Possession of current Pennsylvania Act 15 clearances, which includes each of the following:

FBI fingerprinting

Criminal background check
-
Federal child abuse clearance

Proper game attire/equipment, which includes the following:

Required

Approved hockey referee sweater

Black helmet with half-shield/visor

Finger whistle
-
Black pants (officiating trousers preferred)

Hockey skates with white laces

Recommended
-
Elbow pads
-
Girdle
-
Shin guards
-

STEP 2: Independent Contract Agreement
